Ray Smith

Ray was elected Mayor in May 2010 and previously served on the Town Council for 3 years. He was appointed in May 2004 to serve as President of the Economic Development Corporation and continues to serve as Treasurer. In 2006, Ray served on the Home Rule Committee, which wrote the Charter that dictates how our Town is governed. Ray previously served in the City of Frisco on the City Council, Economic Development Corporation, Community Development Corporation, Planning & Zoning Board and Frisco Education Foundation.

A 1981 graduate of Baylor University, Ray was a member of the 1980 Southwest Conference Champion Baylor football team. He earned his BBA while at Baylor, and is a Vice-President with Wells Fargo Bank. Ray has been married 20 years to his beautiful wife Lena. Together they have raised 3 sons and are currently raising 2 grandsons. The Smiths moved to Prosper in January 2005.

Dave Benefield

David received his undergraduate degree in Accounting from Texas A&M University, the Class of 1986. He began his career in accounting and finance on the audit staff at Arthur Young & Co. in Dallas, Texas. He is a CPA licensed in Texas and served in various financial capacities and as an independent financial consultant in the Dallas/Fort Worth area prior to working at Blockbuster, Inc. to oversee their international accounting. In his finance career, he most recently served as the International Controller for Kinko’s, Inc. 

David and his family have lived in Prosper for over 15 years. David has worked here in Prosper since 2004 at Lighthouse Christian Fellowship Church and served on several church planting teams in the Dallas/Fort Worth area, including Lighthouse. He has been very active in the community – Dave has been involved in the Prosper ministerial alliance, has invested in our Town’s children as a baseball and soccer coach and has participated in and overseen many community events such as the annual Family Fun Fest. He and his wife, Roxie, have three children, Brooke, Cassie and John.

Kenneth Dugger

Kenneth is a native Texan, born and raised in Temple.  He graduated from Southwest Texas State University, now known as Texas State University.  Kenneth has worked in the banking & financial industry since 1991.  He and his lovely wife, Shannon, moved to Prosper in 2002.  They have two wonderful childred, Callie & Thomas, who attend Rucker Elementary School.

David and his wife Dana were married in 1986, and have lived in Prosper with their three kids, Carisa, Caitlyn, & Michael since 1995.  He has served in the Prosper community as Prosper Sports Association Baseball Commissioner, Basketball & Baseball coaches.  He is currently Senior Pastor of Lighthouse Christian Fellowship Church of Prosper.   David was elected to Council in 2008. 

Meigs and his family have lived in Prosper since 2004.  He attended the University of Kansas, then moved to Texas and completed his degree at the University of Texas at Dallas.   Meigs is currently with Siemens PLM in Plano.   HIs volunteer service includes the American Heart Assoc., Prosper ISD Bond Committee, and Prestonwood Baptist Church.  He and his wife, Tori, have two daughters, Kyndall and Sterling.

Danny is a native Texan and was born in Sherman. He graduated from the University of Oklahoma where he played football on a scholarship and on a Big Eight Championship Team.

Danny served on the Home Rule Committee, which wrote the Charter that dictates how our Town is governed. Danny was elected to the Council in 2008. He and his wife Kristin were marred in 2002, and have lived in Prosper since 2005. Danny currently owns three Allstate Insurance Agencies. He also volunteers with NFL Alumni and The Winners for Life, which gives away about $130,000 in scholarships to kids each year.

Jason and his wife Dena moved to Prosper seven years ago with their four children: Mark, Drew, Jacob, & Emma. During that short time, Jason has been involved in numerous projects, boards and organizations. He sat on the Prosper Planning and Zoning Commission from 2006 to 2010, where he served as Secretary his last year. He also helped with the PISD Bond Committee in 2007. Jason presently sits on the Prosper Open Foundation Board, and is a member of the Prosper Visioning Committee. Outside of Prosper, he is also a Board of Director for the SMU Athletic Forum.

Jason played baseball in college at the University of Houston and The University of Texas, Arlington. He graduated from UTA in 1995 with a Bachelors in Business. He currently is employed with Arthur J. Gallagher as an insurance consultant. Jason has coached all of his kids’ sports activities throughout the years; football, baseball & basketball. In his spare time he enjoys playing golf, spending time with family and entertaining friends.
